What does unemployment leave out? Canada lost 68,000 jobs in September, but the unemployment rate rose only from 6.4% to 6.5%. Labour-force participation also fell, to 64.8%, according to Statistics Canada’s October 9 release. That combination deserves a closer look before anyone calls the change in unemployment small. The rate measures people without work who are in the labour force. When people leave that group, the calculation changes. A modest rise can therefore sit beside a meaningful fall in employment. Which measure best reflects what you are seeing in your business or job search? For employers, the national total is a starting point. Quebec lost 49,000 jobs while Alberta gained 23,000. Those differences matter when deciding where to recruit or expand. They also make a blanket claim that hiring must now be easy hard to defend. A business needs people with the right skills in the right place, available when work begins. A larger pool of applicants does not automatically resolve those requirements. What is actually limiting your hiring today, and how has that changed over the past six months? For workers, the distinction is equally practical. A vacancy elsewhere does little for someone who cannot relocate, lacks the required credential or needs a different schedule. Matching available people with available work takes more than comparing two totals. For business planning, it helps to separate three questions. Are customers placing orders? Are qualified people available? Can the business finance the work between paying its costs and receiving payment? Weakness in one can coexist with strength in another. That is why a single national indicator should inform a decision without making it for you. What would you need to see before changing your staffing or investment plans? This is one monthly survey, with sampling uncertainty. It provides evidence to investigate alongside local conditions and your own operating figures. It cannot identify the cause of every lost position or establish what happens next.
